A familiar face is returning to public service, as IT expert and lawyer Ivan John Uy is confirmed to be the next DICT secretary. Prior to this appointment, Uy used to be under the Commission on Informations and Communications Technology (CICT) back in 2010 before it was abolished in 2011 and changed into the Department of Information and Communications Technology (DICT).

Ivan Uy will be replacing acting DICT Secretary Emmanuel Rey Caintic, who was appointed in December 20, 2021 following the resignation of Gringo Honasan from the post.

Prior to his CICT appointment, Uy used to work at the Supreme Court as a legal researcher before heading the Supreme Court’s Management Information System Office and eventually serving as Chief Information Officer under then-Chief Justice Hilario Davide Jr. in the early 2000s.

According to the CIO Forum, Uy is well-versed in both legal and IT, specializing in computer forensics, cybercrime, electronic evidence, e-commerce, and digital ethics. One of his key accomplishments is the digitalization of the Supreme Court.

Outside of his work at the Supreme Court and CICT, Uy has been critical of the automated elections, where he stressed that COMELEC and Smartmatic should be transparent in presenting the diagrams and servers used to ensure safety and integrity of the elections.
